In May 1995, Paddy Bugler notified the Community Council that a new scheme was being introduced by the Department of the Environment, called The Urban and Village Renewal Scheme. A meeting was quickly organised with Ciarán Lynch, Chief Planning Executive of Clare County Council.
The Community Council had prepared an illustrated presentation of their vision for the development in the field. Ciaran Lynch was aware of the proposal and he suggested seeking professional assistance to draw up a plan reflecting the reality of the proposal. He explained that the Urban & Village Renewal Scheme was introduced by the Government to be administered by the Local Authority. It involved the allocation of funding to specific projects within communities, which were identified by the communities themselves. This approach was in contrast to the previous methods whereby projects were completed within the area of their remit by the local authority without community participation or involvement. Funding was allocated to seek professional help in drawing up the plan. The Community Council engaged Architect Neil Hill and at the same time sought a meeting with Dr. Eoin Grogan, Archaeologist and Director of the North Munster Discovery Programme. There was a timeframe of two weeks to prepare the plan and make the application.

Meeting in the Cois na hAbhna
In May 1995, a meeting took place in the restaurant over Cois Na hAbhna. Present at the meeting were two members of the staff of RRD Ltd., Gerard Kennedy and Doirin Graham, Dr. Eoin Grogan, Neil Hill and Community Council members. Discussion centred on the representation of spirituality and the preservation of the open nature of the field. The group had established that the theme/concepts of the project would centre around spirituality. Spirituality was defined as something that was experienced, present in people and place, but not easily expressed. The Community Council members had an idea that a maze would be appropriate, but were unable to integrate the concepts in any form.
The meeting proved eventful. With the skills of the architect Neil Hill and the knowledge of the archaeologist Dr. Eoin Grogan, the group were able to discuss and agree a brief for the project. It was to be prepared and ready for submission within the two weeks allocated.
